Santos FC Secures Approval for New R$700m Stadium Project

The City of Santos has given the green light to an ambitious new stadium project for Brazilian football giants Santos FC, paving the way for a modern multi-purpose venue to replace the historic Estádio Urbano Caldeira, better known as Vila Belmiro.

The R$700 million (£96m/€111m/$129m) development, led by the WTorre conglomerate, will be built on the same site as the current stadium and is expected to take roughly three years from demolition to completion. Covering approximately 71,000 square metres, the venue will accommodate over 30,000 fans and feature state-of-the-art facilities designed to enhance both matchday and event experiences.

A Modern Arena for Sport and Entertainment
Plans outline four main seating areas — grandstand, upper grandstand, premium deck, and private boxes — alongside amenities for concerts, social gatherings, and corporate events. The wider complex will include retail outlets, dining spaces, and a co-working hub.

The stadium’s exterior design will pay tribute to Santos’ rich history, with a prominent homage to club icon Pelé.

Infrastructure and Economic Boost
Approval from city authorities comes with commitments to improve surrounding infrastructure, including upgraded roads, enhanced traffic management, and expanded parking. Santos FC and WTorre now have up to a year to secure a construction licence, extendable by another year if necessary.

Mayor Rogério Santos described the project as a milestone for the city:

“They are inseparable. The club has carried Santos’ name across the world. This new arena will allow us to host major matches and international events, something the city currently lacks.”

Ownership and Operations
Following adjustments to their 2023 Memorandum of Understanding, Santos will retain full ownership of the new stadium and all football-related revenue. WTorre will act as operational manager in a joint arrangement with the club, with revised terms on how non-football income will be shared.

Luiz Otávio Alves, WTorre’s Director of New Business and Projects, highlighted the scale of the investment and fan-first design:

“We are estimating an investment of around R$700 million, with a capacity for 30,000 supporters and facilities catering to diverse audiences with full accessibility.”

Once complete, the stadium is set to become a central hub for sport, entertainment, and community activity, reinforcing Santos FC’s legacy while bringing new economic and cultural opportunities to the region.
