Barcelona Secures Permit Adjustment for Staged Camp Nou Reopening

FC Barcelona has received approval from the City Council to adjust its renovation and operational plan for the iconic Spotify Camp Nou, paving the way for a phased reopening starting this September.

Originally slated to welcome back 60,000 fans in its first phase, the stadium will now reopen at a reduced initial capacity of 27,000. This change comes as the club restructures the redevelopment into smaller, more manageable stages — a move that will allow for partial reopening and incremental fan return.

The New Phased Plan

The redevelopment, one of the most ambitious in European football, will now unfold as follows:

  • Phase 1a – Completion of the south goal and main stand, accommodating 27,000 spectators.
  • Phase 1b – Addition of the lateral stand, raising capacity to 45,000.
  • Phase 1c – Construction of the north goal area, bringing total capacity to 60,000.
  • Phase 2 – Addition of the third tier, targeting a final stadium capacity of nearly 105,000.

This subdivision allows Barcelona to apply for partial occupancy permits as each section is completed, streamlining the process of bringing fans back to the stadium ahead of full completion.

Timeline and Next Steps

The club aims to reopen on September 14, with further capacity increases to follow in the months ahead as construction milestones are achieved. To receive the first partial occupancy permit, Barcelona must still obtain:

  • An ECA environmental control certificate
  • construction completion certificate
  • District authorisation

Safety inspections will be a key part of the approval process before any reopening is confirmed.

Project Significance

Barcelona has been playing home matches at the Estadi Olímpic Lluís Companys since the start of the 2023/24 season. The Camp Nou redevelopment represents a cornerstone of the club’s future, both in terms of matchday experience and long-term revenue generation.

The revised phasing reflects a pragmatic approach, enabling the club to bring fans back sooner while still maintaining project momentum toward one of the most modern and high-capacity stadiums in global football.
